It is widely understood that focusing measurement on something, places it in the spotlight. Will that alone ensure more than the potential for “Hawthorne Effect? Too often in safety we measure to look good, place blame or simply because we always have. Recently many companies have starting to measure everything creating what is commonly referred to as “Measurement Dysfunction”.
